I was proud to co-sponsor HF2023, a bill that passed unanimously on April 30, bringing overdose prevention education to our schools to tackle the opioid crisis head-on and give our kids the tools to stay safe. In March, I introduced a bill close to my heart, education freedom accounts, to let families like yours use state funding to choose the best schooling options for your kids, with leftover funds even helping toward college tuition.

Down in Hastings, I fought hard to clean up our drinking water, pushing four bills (HF348, HF1682, HF1192, HF1193) and backing the 2025 Capital Investment bill (HF18) to secure $6 million for new water treatment facilities to remove harmful PFAS and nitrates, plus opening doors for more grants and low-cost loans to keep your water bills manageable. Working with my Republican colleagues, I helped stop over $8 billion in tax hikes that would’ve hit your wallets hard, especially after the state burned through an $18 billion surplus. And I’m especially proud of our work to deliver what I believe is the biggest spending cut in Minnesota’s history, tackling a multi-billion-dollar deficit to keep our state fiscally sound for you and your neighbors. Co-Sponsored HF2023: Overdose Prevention Education in Schools

Rep. Dippel co-sponsored HF2023, a bill requiring overdose prevention education within substance use model programs in Minnesota schools. This initiative aims to equip students with knowledge to address the opioid crisis, a pressing public health concern. On April 30, 2025, the bill passed the Minnesota House unanimously (133-0), showcasing bipartisan support.

Introduced Education Freedom Legislation

In March 2025, Rep. Dippel introduced a bill to establish education freedom accounts, allowing families to use state per-pupil funding for tailored educational choices, with unused funds applicable to post-secondary tuition. This proposal aims to empower parents and enhance educational flexibility. If passed, parents would be empowered to choose a school that works best for their needs and beliefs — regardless of zip code.

Advocated for and Secured Funding for Water Treatment Facilities in Hastings

Rep. Dippel has been a strong advocate for addressing PFAS contamination in Hastings’ drinking water. He introduced four bills—HF348, HF1682, HF1192, and HF1193—to secure state funding for new water treatment facilities to remove harmful per- and polyfluoroalkyl substances (PFAS) and nitrates.

Dippel also voted in favor of the 2025 Capital Investment bill (HF18), which was passed into law. This legislation includes provisions for statewide water infrastructure funding, directly benefiting Hastings. As a result, the city is set to receive $6 million from the Emerging Contaminants Fund, with two rounds of $3 million. Hastings is also likely eligible for additional grants from the Clean Water Fund and low-interest loans to cover remaining project costs, helping meet federal mandates by April 2029 while limiting water bill increases for residents.

Blocked Significant Tax Increases

As part of the Republican co-majority in the Minnesota House, Rep. Dippel contributed to blocking over $8 billion in proposed tax increases during the 2025 session. This effort responded to concerns about fiscal irresponsibility following a previous $18 billion budget surplus depletion and $10 billion in tax hikes under Democratic control. By preventing these increases, Dippel helped protect Minnesota families from additional financial burdens.
